May 21--Qwest Communications International asked the Arizona Corporation Commission on Thursday for greater flexibility to adjust its rates to meet the pressure of increased competition in the local telephone business.

The company is proposing to keep the rate for basic residential service unchanged at $13.18 a month, but bills could go up or down depending on the services the customer uses and where the customer lives.
