Pennsylvania Public Utility Commission Move to Assist Water Supplier Draws Fire.

Jun. 23--State Consumer Advocate Irwin Popowsky has appealed to Commonwealth Court a decision by the state Public Utility Commission earlier this year that granted $15.5 million to Pennsylvania-American Water Co. to recover security costs.
Popowsky said the recovery -- granted in January for additional security costs the state's largest water company said it incurred after the Sept. 11, 2001, terrorist attacks -- was illegal retroactive rate-making. He said an increase given to the company for its cost of equity --from 10 percent to 10.6 percent -- was a $6 million gift at customer expense and was not supported by evidence.
