Jun. 23--California yesterday won a round in its ongoing battle with federal energy regulators, when a U.S. court of appeals said the state was within its rights in reorganizing the board of its electric grid operator at the peak of the power crisis three years ago.

The U.S. Court of Appeals for the District of Columbia said it was the Federal Energy Regulatory Commission that overstepped its authority in seeking to block state-ordered changes at the California Independent System Operator. ...
