Texas Instruments moves up construction plans for Richardson, Texas, factory.

Jun. 30--Texas Instruments Inc. is expected to begin construction on its Richardson semiconductor factory by the end of 2004, a year earlier than planned, according to state documents.

If Dallas-based TI adheres to the more aggressive schedule, the company will signal that it is growing more confident in the chip industry's growth streak.

Speedier construction could also help North Texas more quickly realize the economic benefits and job growth that TI projected would flow from the factory.

If TI doesn't start building by the end of this year, the University of Texas at Dallas, which stands to receive $3.5 million from the state when TI begins...
