Aug. 20--AT&T has followed its recent announcement that it's not marketing new residential telephone service by saying Thursday that it will start selling Internet-based phone service in Hampton Roads.

AT&T added 21 markets in seven states, where it will sell the form of phone service called Voice over Internet Protocol, or VoIP. Calls are routed over the Net, rather than the public phone system, saving money for telecommunications providers and customers.

VoIP service is available only to people who have high-speed Internet service, and it has capabilities that normal phone service doesn't. AT&T's service allows people to get their messages over...
