Wyoming regulators give approval to proposed utility sale.

Aug. 25--CHEYENNE, Wyo. -- State regulators spent less than three hours Tuesday hearing Black Hills Power's case for acquiring Xcel Energy-Cheyenne Light and making the decision to allow it.

While short, the hearing was a significant step in a deal that is expected to close by the end of the year.

Before the U.S. Securities and Exchange Commission can approve the transfer of stock, an unappealable decision must be made by the Wyoming Public Service Commission.

Black Hills announced in July that it is seeking registration from the SEC as a holding company.
