DeSoto, Texas, group wants chance to vote no to Wal-Mart.

Aug. 27--Opponents of the proposed DeSoto Wal-Mart have collected registered voters' signatures that they believe will lead to an election to short-circuit the retailer's plans.

However, city officials say that such initiative and referendum elections u while generally allowed under the city charter u do not apply to zoning cases. They also say that even if the election could be forced under the charter, it wouldn't affect Wal-Mart's status because the development process started before an election was called.

Wal-Mart began talking to the city and residents nearly a year ago about a proposed supercenter near the northeast corner of Elerson and Belt Line roads....
