Sep. 5--It was the largest public works project in the history of a city whose reputation for producing anything larger than a slab of ribs was:

Over budget.

Behind schedule.

Below expectations.

"Anybody who's been out there moving and shaking the last 20, 30 years in Memphis, knows exactly what you just outlined," said former Shelby County Mayor Jim Rout.

Mud Island cost more than double the original estimate. The Memphis Cook Convention Center expansion ran almost two years late and nearly double early cost estimates.
