British bookmaker raps internet gambling sites.

Sep. 7--William Hill chief executive David Harding let rip at internet betting exchanges which have been vilified for their role in horse racing's latest race-fixing scandal.

He slammed the fact that anyone can operate as unlicensed bookies on websites -- such as Betfair and Betdaq -- which are unregulated and do not pay tax.

"If I went into a pub and set myself up as a bookmaker, I would be arrested," he said. "If I go on the internet and do it on the exchange they would give me the Queen's Award for Industry."
