Court backs energy refund for California ratepayers.

Sep. 10--Federal regulators improperly barred electricity refunds to California for overcharges during the energy crisis, a U.S. appeals court ruled Thursday in a decision that could force power companies to return billions of dollars to state ratepayers.
The 9th Circuit U.S. Court of Appeals said the Federal Energy Regulatory Commission, or FERC, "abused its administrative discretion by declining to order refunds."
"It's a huge victory for California ratepayers," California Attorney General Bill Lockyer said. "The ruling puts back on the table almost $3 billion in refunds that FERC had denied." The court declined to specifically order refunds, leaving...
