Oct. 18--DOWNPOURS NOT BLAMED IN AREA DERAILMENT: This summer's hurricane season caused lots of destruction and property loss in central Virginia. But in at least one case, it appears that the heavy rains and winds were not to blame for a recent railroad mishap in Richmond's West End.

Warren Flatau, spokesman for the Federal Railroad Administration, said recently that a Sept. 18 derailment of 30 coal hopper cars was not linked to damage from heavy rains the night before.

The FRA decided not to probe the accident after its investigators agreed with CSX officials that the derailment was caused by a broken rail.
