Oct. 29--ST. PETERSBURG, Fla. -- There was a pink elephant in the room at a city council workshop Thursday, and his name was William Edwards.

Last month, Edwards, chairman and chief executive officer of St. Petersburg-based Mortgage Investors, had offered to give the city $10.3 million to help it redevelop a swath of its waterfront.
