CIGNA targets 2 groups to offset declines.

Nov. 3--CIGNA, trying to reverse its enrollment loss, said Tuesday that it has formed two new Bloomfield-based units to mine for membership among people age 55 and up and to attract more union and government health plans.

A company spokeswoman said there was "no connection" between the announcement and the fact that CIGNA is scheduled to report third-quarter earnings today with an expected decline in enrollment.

The new Seniors Segment unit, aimed at the 55-plus population, raises the potential for CIGNA to tailor more products and marketing to individuals, including retirees.
