Nov. 3--The Ramsey County Board wants to build a new radio dispatch center on property just west of its new jail in St. Paul and on Tuesday authorized the county manager to begin negotiations for the land.
The East Side site, at 608 Olive St. near downtown, is owned by the city of St. Paul.
