Oregon Lottery's slot option freshens rate debate.

Dec. 8--With his eleventh-hour decision to allow slot machine type games in Oregon bars and taverns, Gov. Ted Kulongoski not only changed the gambling landscape but reopened a divisive issue that Oregon Lottery officials thought they settled months ago: compensation for retailers with video poker machines.

A week after the Democratic governor announced the policy shift to help balance the state budget, it's not clear whether, or by how much, retailer compensation rates would decline if lottery commissioners add slots to the game mix.
