Dec. 11--Things were not so good when global giant ING took over the properties in St. Paul's Midway District that developer Jerry Trooien once owned.

Outside, the buildings retained their patriotic signature -- ribbons of red and blue along the tops of white-walled exteriors.

Inside, barely more than two of every three square feet were occupied. Today, 80 percent of the space is filled and the occupancy rate appears destined to keep on rising. All of which goes to show that Midway retains its appeal for warehousing, distributors and manufacturers.
