Dec. 12--SAVANNAH, Ga. -- On a sleepy, stifling afternoon along the Savannah River, a three-man Coast Guard team maneuvers a small boat ahead of a mammoth tanker of liquefied natural gas.

Two are armed with pistols; one carries an M-16.
