WASHINGTON, March 12 /PRNewswire-USNewswire/ -- The National Institute for Early Education Research (NIEER), based at Rutgers University, will release its annual Yearbook ranking all 50 states on access (number of children enrolled), resources (amount spent per child) and quality (how many of 10 quality benchmarks each state meets) at noon Wednesday, March 14, at the National Press Club.
