Congress ponders new 401(k) rules. (salary-reduction savings plans)

House legislators have approved a proposal, previously contained in a tax bill vetoed by George Bush, that would simplify the 401(k) and other salary-reduction savings plans' non-discrimination rules and increase benefits for highly paid employees. The Senate is currently considering action on the law. The new law uses a safe harbor method as a non-discrimination test of qualified deferred savings plans. The American Council of Life Insurance has approved the proposed legislation.
