Representative Jim Cooper (D-Tennessee) is urging large companies to oppose Bill Clinton's proposed managed competition health care reform. Cooper fears that single-payer legislation support is gaining. In response, Cooper is writing another bill as an alternative to Clinton's proposal. One key concern for Cooper and others is the underlying budget of Clinton's plan, and add-on measures that Clinton wants to attach.
