Dept of Health and Human Services Deputy Assistant Secretary Judith Feder says that exclusive regional health alliances were needed to eliminate discrimination in health insurance. In testimony before the House Energy and Commerce Committee, Feder said that the alliances need large pools of clients to make it impossible for selective marketing practices to be implemented. Two health insurance agents representing the industry disagreed. Alan Katz and Sally Nelson said the alliances do not need to be exclusive since other provisions of Pres Clinton's health care reform will prevent discriminatory practices.
