The Menniger Clinic and Fortis Benefits Insurance Co have developed a scale that determines whether rehabilitation would be an effective expenditure for any particular disability case. The clinic and the insurer analyzed more than 2,700 Fortis disability cases according to nine characteristics that include claimants' age, cause of disability and where the disability occurred.

Fortis Benefits Ins. Co. and the Menninger Clinic have developed a return-to-work scale designed to help the insurer identify claimants on whom it should spend rehabilitation resources and those claimants who are likely a lost cause in terms of returning to work.
