Self-Insurance Institute of America (SIIA) Pres James Duff believes self-insurers should expect further challenges from Congress over legislation limiting self-insurers exemption from state regulation under the Employee Retirement Income Security Act. At SIIA's 1994 conference, Duff expressed his concern over mounting pressures from states to gain Congress-approved state waivers to ERISA.
