Blue Cross Blue Shield of North Dakota has submitted a petition to the North Dakota Insurance Dept. to convert itself from a nonprofit health service corporation into a nonprofit mutual. Consumer activists have opposed the mutualization, claiming that North Dakota Blue is a public charity that belongs to the people of North Dakota. North Dakota Blue officials claim that the mutualization will give them added flexibility and allow them to better serve the people of North Dakota.
