California's Republican insurance commissioner, Charles Quackenbush, appearing under subpoena, told a state legislative committee that he was unaware of details of the spending of millions of dollars in funds that were collected from insurers man array of settlements of claims handling complaints. However, he rejected suggestions from his Democratic accusers that the money was misappropriated.

Commissioner Quackenbush, by turns aggressive and penitent, acknowledged to the Senate Insurance Committee that he "lost control" of the spending and that "we had some problems in the Department of Insurance."
