China could not capitalize the identity of WTO member to exert relative advantageous industries, and adjustment of structure would be affected by this, and also the Chinese economy would encounter growth decline affected by the global economic recession. Since the time of the last reduction of interest rate, the growth of Chinese economy was mainly drove by the fiscal policies, the fixed assets investment growth directed by the government was the main factor of expanding internal demand.
