Tax Break Drive Will Slow, Not Sink, Senate Pension Bill.

An eleventh-hour effort to add small-business tax breaks to pension reform legislation will stall in the Senate with senators vying with one another to offer their favorite provisions just before leaving for the November midterm elections.
In the end, fear that sweetheart tax breaks could sink the underlying bill will convince Senate leaders to let pension reform legislation passed by the Senate Finance Committee in July (S. 1971) go forward on its own so that a final measure can be reconciled with a pension bill passed by the House (H.R. 3762).
