With passage of a Medicare prescription drug bill and a rash of other late-inning legislative victories to prove his strength, President Bush will be looking for-and no doubt getting-more of the same next year.

To build a bigger legislative record in advance of the election, he'll use what is becoming a signature negotiating stance that has served him well in a closely divided and highly partisan Congress. Over the past three years, Bush has gained the most in duels with Congress by holding his ground on tax, spending and policy legislation, using hard-line negotiating that favors simple veto threats over laborious backroom dealmaking or bipartisan compromise.
