Congress Unlikely to Give Bush Much Support.(George W. Bush)

There were no bold initiatives in President Bush's fifth State of the Union address to Congress last night"only a modest wish list of energy, health and education proposals. But winning support even for that will prove difficult in a deeply divided Congress facing a close midterm election and battling high deficits.

Bush's plan for expanding Health Savings Accounts, for example, will go nowhere. Democrats and some Republican moderates say they're a benefit mainly for the wealthy that will drain federal revenue. His push to allow more small businesses to band together for health insurance and his call for limits on medical malpractice lawsuits also face strong opposition.
