Election fever is gripping the nation, and for good reason, with the country in the midst of so many primaries.
But there is another huge issue getting less notice -- the final year of President Bush's term and the game plan he will use with the Democratic Congress.
It is foolhardy to write Bush off as irrelevant. Many did so at the end of last year, only to see him score one win after another on Iraq policy and funding, energy, spending and health care. Democrats largely folded or punted their agenda into this year where partisan and election-fueled politics could stymie their plans.
Bush will act decisively through 2008 to burnish his legacy and make it harder for his successor to reverse key policies....
