EPA Ups Ante on Release Prevention Compliance.(Environmental Protection Agency guidelines on management of hazardous substances)

Facilities with extremely hazardous substances (EHS) onsite should be on guard. The U.S. Environmental Protection Agency (EPA) has just released guidance setting a high standard for meeting the "general duty" clause within Section 112(r)(l) of the Clean Air Act (CAA).
Published in May 2000, "Guidance for Implementation of the General Duty Clause Clean Air Act Section 112(r)(1)" applies many of the underlying risk management plan (RMP) requirements to facilities not required to submit RMPs. Although facilities subject to the general duty clause do not need to submit RMPs, EPA expects them to perform many of the same hazard analysis and prevention tasks required of RMP submitters.
