"The Bush administration is expected to soon unveil a plan to give U.S. power plants and oil refineries more leeway in meeting air pollution standards." This was the lead in a story I read at msnbc.com today. My question is simply this: Is this a euphemism for "the Bush administration is expected to soon unveil a plan to let U.S. power plants and oil refineries pollute without strict consequences?"

The story goes on to say, "According to environmental and congressional sources familiar with the proposed changes, the administration's plan includes:

* Clean Unit Test--This would allow plants to set emissions trigger amount, above which they would be required to install pollution equipment" Is this a euphemism for: The violators will decide when the...
