The face of quality: Daniel W. Fitzpatrick

Daniel W. Fitzpatrick, city manager for Oak Park, MI, used his knowledge of process engineering, or total quality management, to make the city the first municipality to participate in the Michigan Quality Leadership Award program sponsored by the Michigan Quality Council.
Personal recognition has followed Oak Park's successes. Fitzpatrick recently won the 2001 International City/County Management Association's (ICMA) Program Excellence Award for innovations in local government management. The ICMA Award recognized Fitzpatrick for improving the morale of city employees and enhancing service delivery by pushing decision making responsibility downward, encouraging participation and innovation, rewarding work well done and encouraging citizen input.
