GAO blames Congress for hobbled renewable energy research

The U.S. Government Accountability Office last week delivered its surprising finding that the Department of Energy's R&D budget has fallen dramatically over the past 25 years even after the oil shocks of the 1970s highlighted the U.S. economy's dependence on foreign oil.

The DOE's research and development budget for renewable, fossil, and nuclear energy technologies has fallen a whopping 85.6% since 1978 adjusting for inflation, GAO said in its report Friday. And the withdrawal of funding has been accompanied by a dearth of technological alternatives to hydrocarbon fuels.

Even taking into account state-level efforts to spur alternative energy development, the DOE simply needs Congress to restore R&D funds at the federal level as well, the GAO said, or else...
