Charities involved in the September 11 relief effort continue to be embroiled in public relations problems. First, the American Red Cross had to redefine its funding and now the Salvation Army is slow in paying victims' bills.

In reaction to growing public concern regarding how donations are being spent to serve the victims of the September 11 terrorist attacks, the American Red Cross (ARC) appointed former U.S. Senate Majority Leader George Mitchell (D-Me.) the independent overseer of the Liberty Disaster Fund. Sen. Mitchell will be responsible for supervising the development and implementation of a plan to distribute the balance of the donations within the fund - a number that figures to be approximately $350 million.
