HOUSING STARTS ROSE 8.3 percent in March, the U.S. Commerce Department reported April 16. Single-family starts were up 7.7 percent and multifamily construction rose 10.6 percent. David Seiders, chief economist of the National Association of Home Builders, said the March gain appeared to confirm that the big dip in starts posted in February was due largely to bad weather rather than market factors.
By region, housing starts were up 25.4 percent in the Midwest and 9.8 percent in the Northeast. The South posted a 9.4 percent gain, but starts in the West were off 4.5 percent.
