CITY OFFICIALS IN BERKELEY, Calif., have taken the University of California at Berkeley to court over the university's 15-year growth plan. They say an environmental impact report approved by the university's regents in January did not adequately evaluate the impact on the city of adding as much as 2.2 million square feet of space and 2,000 parking spaces to the campus.

Berkeley Mayor Tom Bates, a UC Berkeley alumnus said, "The university has, in essence, has asked us to sign the equivalent of a blank check that will allow them to build wherever, whenever and however it would like. This lawsuit firmly states that we're not willing to sign anything until we know what we're buying." Bates also announced the city plans to start billing the university more for sewage...
