A&G Information Services 04-11-2005 ARRESTS WILL BE CANCELED ST.PETERSBURG, RUSSIA, Apr 11, 2005 (A&G News via COMTEX) -- The Director of the Federal Service for implementation of punishments of the Russian Federation Yury Kalinin said that arrest as a way of punishment was too expensive, cruel and ineffective.
