Historically, Africa's development has been hampered by a total or partial lack of the telecoms infrastructure it needs. The introduction of mobile technology and the appropriate regulatory environment has laid the foundations for success. But in order to make wireless solutions a reality in the areas where they are most needed, investment and careful management are needed.
