South Africa's poor ranking in broadband access has forced the government to make broadband a top priority in increasing Internet access. Debatable broadband access and high costs are said to be the major reasons for this. South Africa has 0.5 percent penetration rate, compared to South Korea's penetration rate of 80 percent, according to research firm BMI TechKnowledge.
