Excelsior Files Petition with Minn. PUC for Mesaba Power Purchase Agreement

Minnetonka, Minn.-based Excelsior Energy filed its petition with the Minnesota Public Utilities Commission seeking approval for a 603MW power purchase agreement with Exel Energy's Northern States Power unit.

The agreement states that Northern States Power will buy electricity generated at Excelsior's yet-to-be-built Mesaba IGCC plant.

The $2 billion coal-to-power plant is still in the planning stages, but Tom Micheletti Excelsior's co-president and CEO told GTLN that the formal front-end engineering and design (FEED) study on the project could start as early as next month.
