Byline: House of Lords calls for more debate on packs before they become law

The beleaguered home information pack programme has received a further setback with a House of Lords committee report urging further Commons debate on the phased introduction of the packs.

The future of the packs will depend on whether the new prime minister has an appetite for them. The shake-up of the cabinet is also expected to have an impact on the programme with Ruth Kelly, former communities secretary, being shifted sideways into transport and Yvette Cooper appointed as housing minister who can attend Cabinet.

Ms Kelly announced in May the date would be put back to August and only apply to properties of four bedrooms or more.
