Alistair Darling, arguably the nicest of the senior ministers in this government, has come up with his big post-Christmas idea to deal with any future crises, such as the mess that is Northern Rock.

Mr Darling, who alone of the 1980s loony left Labour local councillors to emerge on the national political stage with any grace, has either thought up this brilliant solution all by himself, or has allowed his grey-suited advisers in the Treasury to persuade him that redesigning the tripartite system of financial services regulation is a Eureka moment. Bless him. As it stands, it is a lonely, bland idea still waiting at the altar of practicability for a suitor whose absence has not yet been fully explained. It is a work in progress.
