Food Institute Report, The, January, 2000

....USDA is planning to provide free breakfast to all students in a handful of schools as part of a pilot program to improve academic performance. Statistics indicate that on any given day 15% of children do not eat breakfast. USDA is looking to partner with six school districts with varied demographics to volunteer for the $13 million program. Slated to begin next year, the schools and students will be studied for three years to track the program's impact on grades and behavior. According to The New York Times (Jan. 15), legislation has been introduced in Congress to offer free breakfasts to all school children at a cost of some $400 million annually.
