When the Bush Administration came to power, the White House had an agenda of selecting a commissioner for the Food & Drug Administration who would be the opposite of Dr. David A. Kessler, the FDA chief who campaigned against Big Tobacco and was a "fly in the ointment" of Bush Sr., reported Business Week (Aug. 5).

To fill the 18-month void, the Administration is expected to nominate Dr. Mark B. McClellan, age 39, a highly respected health-care economist at Stanford University and current member of the President's Council of Economic Advisers. Regarded as low-key, largely apolitical and smart, McClellan could be on the job by the end of the year. His academic studies examine the cost-effectiveness of new health-care innovations.
