The Environmental Protection Agency's (EPA) stated policy of not enforcing CFC refrigerant recycling regulations against mechanical contractors who have purchase orders for chlorofluorocarbon (CFC) recycling equipment is misguided. This rule gives contractors who have not purchased recycling equipment, but have it 'on order,' a cost advantage over contractors who have already paid for such equipment. Furthermore, the regulator loophole based on purchase orders invites fraud and abuse, since purchase orders are not strictly enforced documents.
