EPA proposes rules to cover HFCs, revises refrigerant classifications

WASHINGTON - The federal Environmental Protection Agency (EPA) has proposed extending most of the regulations covering CFCs and HCFCs to also include HFCs. At the same time, it is suggesting changes in many refrigerant-related regulations, and is tightening allowable leak rates for commercial and industrial systems.

As published in the Federal Register, June 11, EPA is proposing to: Lower the current maximum allowable leak rates for most types of commercial air conditioning and refrigeration equipment (see Table 1); Extend the leak repair requirements to air conditioning and refrigeration equipment containing more than 50 lb of hydro-fluorocarbon (HFC) or perfluorocarbon (PFC) refrigerant; and Make a number of changes to clarify the leak repair requirements,...
