Consider two scenarios. In the first scenario, contractors wearing black hats have no interest in recovery, recycling, and reclamation procedures. In fact, they don't even have a recovery machine in the service van or at the shop. They are just blowing off charges and putting virgin refrigerant in the system. Meanwhile, at the supply house, bad guy counter people aren't paying much attention to certification cards or the proper paperwork needed to purchase refrigerants. They are just selling refrigerants to whoever has cash or good credit.

They are doing so because it is the least expensive way to do business, and neither contractor nor supplier are much concerned about the Environmental Protection Agency (EPA) actually cracking down on what amounts to illegal...
