The stringent privacy guidelines espoused by the European Union may actually benefit consumers, if political scientists and economists are correct. The Safe Harbor agreement, brokered by the EU and the US to provide US companies the means of complying with those privacy rules, is on the way to becoming the global industry standard for consumer privacy protection.

So far, 73 companies, including Microsoft, HP and Intel, have promised to implement the European privacy rules for all their global customers. Folks who study trends like this figure it might wind up raising privacy standards on a global level overall. Under the Safe Harbor principles, companies must notify their employees and customers what data would be collected about them and how it would be used....
