U.S. Delays 'Open Skies' Rule Change

The U.S. government has delayed implementing a rule giving foreigners greater control over airlines, threatening the prospects of an aviation accord between the United States and Europe by the end of the year.
The Department of Transportation doesn't expect to complete the new regulations in time for an October meeting of European transport ministers, because it doesn't allow adequate time to respond to concerns raised in Congress, said a spokesman for the U.S. Embassy in London who declined to be identified.
Legislators in Congress have voted to block the planned regulations, which are intended to encourage foreign investment in U.S. airlines by giving them more say in carriers' decisions. The changes need to be accepted by European governments before they agree to a...
